Files that you access from iCloud, such as a Numbers spreadsheet, will automatically create a local copy that will be accessible while your iPad is offline.
Should you choose to do so, you can also create/save an entirely independent copy of the file on your iPad - recognising that this copy will not be synchronised with the original file.
To create and save a copy of file stored in iCloud file, open the Files App. From the Files sidebar, select On My iPad - and create a folder (named as appropriate).
Now from the sidebar, select iCloud Drive - and navigate to the folder/file that you wish to copy. To copy the file, touch-and-hold (i.e., long touch) the file to expose the associated Action Menu - then select Copy.
Navigate back to your created folder - now touch-and-hold to expose the Action Menu - then select Paste.

These very clear instructions should do the job. I loved the "recognising that this copy will not be synchronized with the original file": that's a very appropriate comment.
I'll return to this issue tomorrow (Aug. 18) and continue to pursue this adventure.
