The Recently Deleted albums the only place offered by Photos to recover photos. Once it is empty, the photos have been permanently deleted.

You really need to make backups of your photos while you still have them.

If you have been using iCloud Photos and the photos have been stored in iCloud and not on your iPhone, even expensive data recovery software cannot help, as you cannot run data recovery on Apple's cloud servers. if you have not been using iCloud Photos you could try data recovery, but only if you deleted the the photos just recently and have not been using your iPhone since then. Every time you do something on your iPhone more photos will be deleted, that might be recovered. For example Disk Drill could scan your iPhone to try to recover deleted photos. You have two run it on a computer and it will scan the iPhone for image files: https://www.cleverfiles.com. Use the free trial version to see what could be recovered and stop using the iPhone until you have tried the data recovery. Anything you do now might delete more items that could be recovered.
