About "Unknown Caller":

Hiding the phone number is a service that someone pays for through their phone Carrier. It can be performed on a landline and on a mobile phone. So, this person calling you just wants to have their identity private upon calling others, as a method of privacy. If they were performing scams with this then they would be disobeying the Term & Conditions of this service.

Seeing "No Caller ID" OR "Unknown Caller":

Currently, I see it provided in both ways in my location. As to when I am seeing it, it depends on the Carrier.
