Troubleshooting Private Relay:
Private Relay is a feature of iCloud+. So, if you dont have that service, then it would not work.
Enabling Private Relay:
- Go to: Settings
- Tao: Mobile/Cellular Data
- Tap: Mobile Data Options
- Tap: Limit IP Address Tracking (so that is is green)
- Go to: Settings
- Tap: [your name]
- Tap: iCloud
- Verify Private Relay is working
