If you are not hearing the ringtone for incoming FaceTime calls, have you checked that you have a selected an appropriate sound for your iPad’s Ringtone - and that your Ringtone and Alert Volume is turned-up?

Settings > Sounds

Also check that you have not muted sound or enabled Do Not Disturb from the Control Centre:
