Why can’t you Lock apps in place

Am I the only loyal iPhone user who prays when announcement of iOS update that a fix will include lock apps in place. Constant shuffling of apps is very annoying. At the very least an app developed that could be downloaded from the App Store.

Apps don't move their location by themselves. I've never had an app move from where I've placed it on my iPhone, whether I've placed it by itself or whether I've put it in a folder with other apps.

When I initially encountered this technique, I also faced some challenges. However, through practice, I've managed to develop a greater level of comfort with it. Gaining an understanding of which items are affected by the shuffling and mastering the process of control has significantly improved my ability to navigate it seamlessly.
