Contact Your Card Provider: Depending on what your card provider is, typically you would have the option to add your credit card via the app. However, I believe you can scan your card through the wallet app. Ultimately, allowing you to upload it. But some card companies have different policies, overall changing how the process works for different people. I recommend calling your card provider company, or downloading the app and searching for solutions for doing so.

Many people are having this issue. Usually your provider can’t help. They do everything they are supposed to and your card still can not be added. I even got a new card and it still won’t add it. I’ve heard it’s an issue on Apples end but I’ve not seen a reply from Apple.
