Hi, I have an iPad and a MacBook, but no iPhone. My question is, can I use a phone number to be reached at on Facetime? I have my phone number under personal information, but I can't find it in Facetime and iMessage under "I can be reached at".

No you would need to use your apple id for facetime. Your contact who has an iphone would need to add your apple id if they want to contact you via facetime.
