You must transfer this device to your Apple ID to play content saved offline

All I have tried to do is convert some of my music files from my library on my laptop to mp3 so I can put them on an SD card to play in the car. It wont let me download anything from the cloud as it says

This device is linked to another ID. You must transfer this device to your Apple ID to play content saved offline you will be unable to transfer this device again for another 90 days. I tried clicking on transfer but nothing happens

I have an apple music supbscription, it wouldnt let me choose another device either, I was trying to do this on the laptop, not my phone

See and remove your devices that are associated with Apple ID purchases - View and remove your devices that are associated with Apple ID purchases - Apple Support - Read "More about associated devices" at the end where it refers to the 90 day wait. This applies to re-downloading past purchases (you can make new purchases), automatic downloads, and iCloud based services such as Family Sharing, Match, and Apple Music.

Note that only purchased music can be converted. You cannot convert items that you stream as part of the subscription service.

Thank you, I did remove all associated devices , just left my phone on it. I didnt realise I cannot convert them if they are part of my subscription, so thats extremely helpful, back to the drawing board then!
