Troubleshooting Lagging Mac Safari:

Clear Temporary Internet Files

Try clearing your Temporary Internet Files (Cookies & Cache) of Safari. Cookies perform remembrance of certain site-entered data. Whereas Cache keeps a snapshot of the last time you visited a site.

Clear The History:

1. Go To: History Menu
2. Select: “Clear History...”
3. Select: “all history”
4. Click: Clear History

Clear The Cache:

1. Unhide: The Develop Menu
2. Go To: Develop Menu
3. Select: Empty Caches

By far the easiest way to cause poor performance, instability, overheating and crashing is to install ANY third-party speeder-uppers, Cleaners, Optimizers, or Virus scanners. or a VPN that you installed yourself.

The idea that a third party, with no special knowledge of the inner workings of MacOS, can somehow find a simple way to protect your computer — that is not already being done by MacOS itself — suggests that the MacOS developers are somehow "holding out on you". That is absurd.

You should remove any and all (other than Apple built-in) virus scanners, speeder uppers, optimizers, cleaners, App deleters or VPN packages you installed yourself, or anything of that ilk.

Third-party file Sync-ers such as DropBox, BackBlaze, OneDrive, or GoogleDrive can ruin performance, but are not inherently dangerous.

You are too far away from your Router.

RSSI is raw signal strength. -40 is right next to the Router, -65 is where the Mac ACTIVELY tries to switch to another network. Yours is beyond bad at -67. The scale is logarithmic, so every point is MUCH worse that the previous one.

the POTENTIAL speed at 80 MHz channel width is 1200 m bits/sec, you are achieving 216. You ARE using both antennas together, and there does not appear to be a hardware problem. Noise is reasonable at -93.

If the issue only occurs at somewhat regular times of the day, then it sounds like you may have some regular interference either with the WiFi signal possibly from some appliance running at the time, or perhaps you have some other local network high usage at those times (maybe home network --- video streaming, file sharing, file syncing) or some local Internet issue perhaps with your ISP. Or maybe something local on your "slow" laptop that occurs at those times.

Is the screenshot you posted of your WiFi signal taken while you were experiencing the issue?

Like @Grant mentions, is something else going on with your "slow" laptop at the time of the issues? Anything scheduled, any other high CPU, disk, memory, or network activity?

May help to run EtreCheck on the "slow" laptop and post the report here so we can examine it for clues. Also, if the WiFi screenshot was not taken during the time you were experiencing issues, then take another one while you are experiencing the issue.

Hold down the Option key while you click on the Wi-Fi icon on the menubar. you will get a snapshot of current WiFI performance like this older one. transcribe or screenshot for analysis.
