On a Mac just export the image from your Photos Library Sto the Desktop with the following settings:
This "High" JPEG Quality setting gives a file size about the same as if the photo was taken as a JPEG. You can go to Maximum and it is a bit larger than a normal JPEG because it's totally uncompressed and a JPEG is compressed a bit.
