There are multiple ways to accomplish that, here are 3:
- From the Photos app: Select the photo and tap the share button (square with arrow), then Messages. You are able to add text to the message below the photo.
- From Messages: Tap the camera button to take a picture and add text to it.
- From Messages: Tap the Photo button to choose a photo from your library and add text to it.
