Device storage
I have 2TB of iCloud storage but my phone won’t allow me to take any photos or videos because “storage is full”, but my iCloud storage is not even at 1TB yet. I’m very confused. Why is it full??

The message may be referring to the storage on your phone being full, not to storage on iCloud being full.
In the Settings for Photos, do you have Download and Keep Originals selected?
