I cannot find the option of changing my current passcode to a new one. Can someone from Apple highlight where did they hide the change passcode option! All my devices updated to IOS 16.6 have same issue.

It is at Settings > Face ID & Passcode > scroll down to "Change Passcode."

Face ID & Passcode on mine is just off the bottom of your screenshot (2nd icon below "Wallpaper" at the bottom of your screenshot). Is that not there if you scroll down?
The only thing I can think of is that there may be a restriction on changing the passcode. See the "Allow changes to other settings and features" section of Use parental controls on your child's iPhone, iPad, and iPod touch - Apple Support
