My iCloud says phone cannot be backed up?

Although I have deleted all iCloud back ups, and it shows that I am using next to nothing as far as space, I cannot back up my phone and received the message cannot backup due to a lack of storage space please upgrade.

iPhone 13 Pro Max, iOS 16
