How do I access locked notes from a separate device using the same appleID.?

I lost my phone but all my passwords were in a locked note which does not transfer so any of my other devices. How can I access it through my iPad or older phone?

iPhone 8, iOS 14

If you sync notes with iCloud, your notes are on all devices. Otherwise, you might check the email account on which the notes are stored. If the note was on the device only, there will be no way to recover it.
