Apple doesn't allow updating to an intermediate iOS version. Use a computer or the Software Update function in Settings to install 16.6.

Updating an iPhone 11 to iOS15.0:

You Can't. Only the latest-compatible version will install. So, other than update directly on your iPhone, you can use a Computer or Ethernet. Use my User Tip:  Update your iPhone Using a Computer - User Tip.
