My dad got a new to him iPhone 12 with iOS 14 installed. Somehow he has ended up with an iPhone unavailable error. What are the steps to recover this phone? All instructions I have seen assume iOS 15.2 or later. Thanks for any help on this

Well, after reviewing the steps required for recovery at home, they decided to go to an Apple Store and let one of the Apple geniuses do it. Success!
