not eligible for refund

Can you explain it to me in more detail? What did I violate? and why refuse my request to pay me back while i'm still in the app review stage? Are software developers deceiving customers?

We can't help you at all. We aren't Apple here on this user to user only forum. It is not unusual for purchases in the App Store to be all sales final. But since we don't know you or what your refund request is for, we can't possibly tell you anything about your request for refund.
