There's a problem with your iTunes Store account information which can't be fixed from your end. Click here and contact Apple Support when they're open; if the link doesn't have an option for your country, use this form.

We can't tell you why you're disabled in the App Store. It's usually a payment issue. Perhaps you owe Apple for something you purchased? This is a user to user only forum, so we don't know you or what the issue is with your account. But the Related Article Link at the top of this page, which brought you here, has a blue contact Apple Support link and that is who you need to contact to resolve your issue.

“Why” - because you owe Apple money, and they disabled your account to get your attention so you contact them to resolve it.

Resolving this requires contacting an iTunes & App Store support representative using the link in Related Article on this page above your name that you were reading when you posted here; you cannot resolve this on your own.
