I want my husband on my plan .99 a month how do I do the family plan?

Both iPhone and iPad to sync to iCloud on the family plan I joined for .99 a month! How do I add my husband?

We have Family sharing enabled and it says that my wife is sharing iCloud + with me. However, my iCloud seems to be limited and says that I have 50GB both on my ipHone and on my Mac.
