Apple ID getting hacked

Hi. 2 days ago my Apple ID was hacked and loads of messages were sent by iMessage to people which could be phishing. I could successfully change my password but I do not know what else I can do. Besides, I cannot active 2 factor authentication since I live in Iran. Is there anything else I can do? How can I active my 2 factor authentication?! Can you help me please? Thank you
