Wondering if you are out of storage on the iPhone, or in iCloud.

What's the difference between device storage and iCloud storage? - Apple Support

If you can not back up your iPhone to iCloud because iCloud is nearly full, you might try backing it up to computer

How to back up your iPhone, iPad, and iPod touch - Apple Support

and

If you can't back up your iOS or iPadOS device to a computer or restore it from a backup - Apple Support

or

You might want to back-up / access / old (or new) files from an external storage device, (eg: zip or hard drive).

Download All of iCloud:

Go here, and see what is shown: icloud.com/iclouddrive. So, download all of iCloud. Once dowloaded, verify that your an access what is in there. Once verified, trash what is in there, and you're set from there with a clean iCloud storage --enough to back up your iPhone. Use my user tip: Getting a Quick and Direct "iCloud Drive-to-External Hard Drive" Download - User Tip

Clearing Internal Space.

Troubleshooting iPhone Storage:

Internal storage cannot be upgraded. It is what it is. So, the maximum internal storage capacity never increases, even if you upgraded your iCloud plan. Learn More here: What's the Difference Between Device Storage and iCloud Storage? Apple Support

Clear Space Using my User Tips:

• How to Clear Space from your Mobile Device, and What to Clear: - User Tip. You may have too much installed, and need to clear space.

• How to Clear "Other" in your iPhone's Storage - Use Backup - User Tip. Caches would be being used for remembrance of application use. It is essentially the same for an iPhone. You'd backup your iPhone, and then restore your iPhone from the backup you've just created. All System Data will delete.
