hi not able to downgrade the ios 17 to 16

I connected to iTunes and I have backup my data after that I went to IPSW.me and i have chosen 14 Pro Max and I have selected IOS 16 after that again I went to iTunes and i have click the restore button its not restoring

iPhone 14 Pro Max, iOS 17
