Adding adults to family share

I have two apple ids which are both mine on family sharing. I’m trying to add my spouse to family share but it only lets me add a child. How do I add them as an adult.

On your iPhone or iPad with iOS 16 or later

1. Go to Settings.
2. Tap Family. 
3. Tap the Add Member button .
On your iPhone, iPad, or iPod touch with iOS 15 or earlier
1. Go to Settings.
2. Tap your name, then tap Family Sharing.
3. Tap Add Member.
4. If your child doesn't have an Apple ID, tap Create an Account for a Child. But if your child already has an Apple ID, tap Invite People. They can enter their Apple ID password on your device to accept the invitation.
5. Follow the onscreen instructions.

I was having this very same problem, where I was only being given the option to add a child, but not an adult. I stumbled on this post, hoping you had received an answer, but found you did not. Eventually, I realized that I was attempting to add an adult from a device where I was logged in on the account designated as “parent/guardian,” and not the one designated as “organizer.” I logged out of the iTunes account I was in, and logged back in as the account I had designated as “organizer,” and then tried again. When logged in as an organizer, I was able to add adult members, not just children. Hopefully this helps you get your family sharing set up the way you need to have it set up.
