I want to delete a cell and move up the data by the number of deleted cells.

Having said that it, is easy to accomplish your aim in Numbers.
Just select the cells below the ones you want to delete, hold down the "mouse button" and move slightly so the range of cells "lifts" off the table, and drag them up (or right or left, etc) to where you want them. They replace the cells you want to "delete."
That ability simply to drag up, right, left, down facilitates working quickly and creatively. I find it easier than equivalent operations in other spreadsheet software.

In case that by "delete a cell and move up the data" you mean getting rid of a whole row, you can click on the down arrow on the right of the row number and select menu item "Delete row". It's also available in the Table menu.
