In addition to the link provide by Neil, here is another support article that includes a couple more steps like shutting off the Beta Updates switch and unenrolling from the Beta program. You do need a computer to downgrade from iOS 17.

It cannot be done. The only time downgrading is allowed is when you use the beta version of a new release. After the version moves out of beta, Apple stops signing the previous iOS version and downgrading is not possible.
