when looking at an photo info i found Stationery Pad option grayed out? As you can see by the image below.
I know I can check the locked box to help keep file from being accidentally deleted.
I have not idea what the Stationery Pad is or what it is used for on a photo.
Stationery pad is notes like reminders. Guess for photos i can make a note about where I took said photo.

No I do not use cloud storage. I have numerous external hard and NAS.
I found out what is making the Stationery Pad greyed out. I noticed after searching all my files and yes non NEF files too. These files permission are read only. I changed to files to read and write. It works Stationery Pad is now checkable.

That Stationery pad checkbox signals applications to treat the file as a template instead of an editable file. So, an application that respects this setting, writes (from your example) DSC_1917 copy.NEF in the same location and then opens that copy for editing without touching the original.
I have several .NEF here and none have the Stationery Pad grayed out. The .NEF images that are from unsupported cameras just show a generic Preview icon, not the icon that your Get Info displays, and that may be a reason the Stationery Pad feature is disabled on your image.

Yes I suppose the copy might have gotten you to come to some of the conclusion. I only made copy to experiment with trying to make the files become un-grey so to speak. I failed.
Yes I have tons of NEF since I am a Nikon photog. NEF is the file format. Most of my over 8TB collection are but there are tons of them that are greyed out.
Thank you for your input. You answer has helped me. I am going to do more research to still try and fix or come to a good enough answer.

Are these *.NEF images stored on a cloud location other than iCloud? Although all of my .NEF images are on my local drive and have their extended attribute quarantine bit sit, that does not disable the ability to select Stationery Pad. This functionality works on mounted FAT32 and exFAT usb sticks too.
