If you have Wi-Fi only model without a sim tray, there is no way to use a SIM card or cellular service with it, sorry.
You can try to purchase a Mi-Fi device which itself uses a SIM card to connect to cellular data service from a carrier, and can then offer that connection to the iPad over Wi-Fi.
All iPad models are available either with or without cellular data capability. You appear to have a model that lacks cellular capability.
