If so…

Return this iPhone to the seller for resolution or refund, as it’ll only ever be useful to you if you can convince the carrier to release the carrier lock. And carriers tend not to unlock for third-party buyers, if the carrier even unlocks.

If the carrier is not displayed in he above-linked info, Apple Support can tell you which carrier is holding the lock.

It’s the company from who you obtained your SIM and who you need to pay on a regular basis if you want your phone to continue working.
