Sharing location in find my iphone

I am having trouble sharing my location with others. We have a “family” set up by my husband for just the 2 of us. But I’d like to share location with my elderly brother. When I go to find my iPhone, and click on people, it just says the server is not available. So I can’t add others. I have iOS 16. Can you please tell me how to get this to work? Is it my Norton 360 or my vpn?
