Since I updated my Macbook Air M1 to Ventura 13.4, Touch ID stopped working or has become extremely slow. I've been resorting to password to get on to the Mac. I have reset the SMC and cleaned the sensor but the problem returns.

FYI - there is no SMC Reset for Apple Silicon Computers.
The M1 / M2 Does not have a SMC
The closest to a SMC Reset is to Complete Shutdown the computer and pause maybe 5 - 10 Seconds
Then boot up
I suppose that is possible.
Though as per Apple Tech. Specifications the temperature ranges you mention are within the Normal and Safe Usage Ranges
Operating Requirements
When that happened to me, I removed my two existing Touch Id's, then created two new ones. They then started working just fine after that.
This is what I did to reset. Touch ID worked after the restart but it got slower and slower and stopped working again.
Try restarting in Safe Mode, then restarting normally again. Any difference?

Perhaps it is time to follow the previous suggestion from @ Luis Sequeira1 and use the Etrecheck application
I figured out what was wrong. The AC in my apartment had been broken all July and got fixed this week. The temperature in my apartment was getting into the mid and upper 80s. Now that the temperature is constantly in the mid 70s, Touch ID is working fine. I didn't realize the Touch ID sensor was temperature sensetive.
