macOS Update from 13.4.1 to 13.5 fails with personalisation error

I can't update to macOS 13.5 on my Mac Studio M1 Max and MacBook Air M1

What I tried:

  1. updating using settings - fail
  2. updating using AppStore - fail
  3. Updating using terminal "softwareupdate -i -a"

Error I get

I have internet connection. Nothing is blocking any connections.

What should I do ? Clean install is not an option

I have also had this issue a number of times while upgrading work devices on a work network. I have tried safe boot, command line, disk utility, etc but non of that worked. What I have determined is that my work network fails, but my home network works fine. I am trying to determine what the difference is but so far it's not been an easy task as my work network is hard to tweak.

It seems that there is/was some sort of problem with my router. It seems that something was/is blocking something. Download is being downloaded and it suddenly stops at around 20-30% every time.

Disk repair did not help - check/repair indicated that everything is fine.

So in the end I connected my MacBook Air to my iPhone for wifi access. Now update is being downloaded..

I don't know what is the problem.. previous updates were downloaded without any problem
