So, I keep trying to set up an app-specific password, but I keep going into a loop asking me to go to apple ID in preferences but I don't see any way to set up the password. I see previously set passwords but the loop goes to this image but no place in app id to actually create the password!

Are you able to use the Apple ID website instead? You'll also want to be sure you're using two-factor authentication security. Here are those details and steps to use the website instead: Sign in to apps with your Apple ID using app-specific passwords - Apple Support

Thanks for the alternate browser tip. It worked for me on Chrome. I think at least weekly I have problems with websites not working properly on Safari but working on Chrome. But now Apple's own website too? Not a good look.
I have the same problem. I started on the website and it keeps telling me to go to a device but there is no option to do it on the device. I do have 2FA turned on.
Oddly, it worked fine when I used a browser that was not safari.

Exactly this problem - very frustrating - but I spotted that point made by @jeffreyalbert - tried it on Chrome and BOOM. Apple needs to do better.
