In general, you download just like any other file. Tap on the link for it in a website, and it should immediately download.

Any downloaded file from Safari would be stored in the Downloads folder in the Files App.

Other browsers would have their own downloads location within them.
I am using Safari. I couldn’t find any download of the file. I tried both suggestions. I am not synched to the cloud. Could this be why?
There was one file in downloads: A welcome letter from Adobe from 2021.
Then it sounds like it wasn't actually downloaded.
Unless you manually turned it off, all Apple devices by default have iCloud enabled in Settings.
If you see the downloads folder in the Files app, then it's working as it should.
Try downloading the file again.
Make sure you are looking at the correct Downloads folder.
OK. What I actually want to do is save the file so it doesn’t have to be downloaded again. I did download it once.
