Hello, I have a problem with apps, it is that I can't give an app access to the microphone and camera, because it doesn't show up in the privacy tab.

This looks to be an iMac from 2012.
Are the camera and microphone devices working in, for instance, FaceTime, Photo Booth or other Apple apps?
Does anything change when you unlock that display by clicking on the padlock icon?

The hardware issues seem to run deep, and which might explain the unusual model info display shown.
The tech specs indicate 1600 MHz memory, while the configuration shown here indicates 1333 MHz.
Probably best to return this iMac for a refund, or to request the seller resolve this.
If you have the current download of WhatsApp for macOS downloaded and installed, and that's not working, remove any add-on VPN apps and add-on security apps, restart the Mac, and try again. If that fails, then check with WhatsApp Support—what is posted indicates macOS 10.15 should work.
The system is clean, without vpn and additional settings, does not work not only on watsapp, also does not work telegram and viber. The device was purchased 2 days ago without a hard disk and the system was installed through network recovery.

Re-install needed? Probably not.
But what happens and what happened here depends greatly on details we can’t know about the history of this Mac.
This Mac is not appropriately self-identifying as would be expected.
In facetime and other applications, pre-installed microphone and camera works, when you remove the lock nothing changes.
All apps are downloaded from the official apple store
