cannot add new family member

1) Log in to itunes and add a payment method to apple account.

2) Now try to add an account to family sharing through iphone. It will only ask you to verify the card CVV rather than take the whole card info; and will continue adding account to family sharing

1. How many members are currently a part of your family?
2. Is the account you are logged in with the Family Organizer account?

You can have a maximum of 5 family members plus the family organizer, for a total of 6.

You must be the family Organizer to invite others to the family group, or create a new Apple ID for a child.

Hi I had the same problem. After days I realised that signing new iCloud terms was the blocking point. After I tap agree to new terms all options became active. (Ungreyed)

I filled in all the information and entered card details then I had an error message "There was an error. please try later"
