Apple wallet adding card says too many requests and will not add i spoke to bank and there is no issue there end and it doesnt not contact them to approve

I have a new iphone 13 mini I transfered all data trying to add my cards to my wallet some cards added some did not and needed verification, when i do this it says too many request try later. I have spoke to the bank they say contact apple its not an issue there end the card is not locked and no attempts are flagging up with the bank

I have completed a forced restart and get the same message

I have also logged out of apple id deleted the wallet, logged back in updated the wallet and reconnected cards

2 banks cards worked and AIB IRELAND CARDS do not still.. AIB claim that its nothing there end, same messge too many attempts try later i have also waited 24hrs

I also called tech support updated software, tried again, also tried adding the card to a separate phone and separate wallet it also did not work. Issue seems to be with AIB verification they are not getting a ping at the bank end. I feel this was the right outcome from the apple support call I assume AIB have a tech issue there end and it may start to work again later
