Why does my Wi-Fi address appears as N/A and why can’t I turn on my personal hotspot

Last question first. The Hotspot option....if available....is provided by your cellular carrier.
Settings > Cellular > Personal Hotspot Off / On
If the Personal Hotspot option does not appear, your carrier does not offer this feature or it is not included in your current plan.
