YouTube TV is billed through your Google account, not through Apple.
For most subscription services through Apple, the periodical billing date is offset from the start date of the subscription. If that works the same for Google (ask them), then you may need to unsubscribe and let it expire, then resubscribe on the wanted day. Then that will be your new billing day of each calendar month.
