if you have an appletv box then you use the remote app

it will only control the appletv interface when it is chosen as active input source on the tv of cause
iphones and ipads the likes does not have an IR transmitter so they can't control most tv's
but tv's which use bluetooth or wifi can be controlled by them if the tv manufactorer has an app that support this in apples app store
