Keyboard shortcuts to open apps

I am running OS Ventura 13.4.1 (c) on a mini with an A1 chip and using a magic keyboard. None of the keyboard shortcuts to open or manipulate apps using the keyboard work. When I try using them either nothing happens or the screen momentarily greys out. I have tried them all and none work. Why is this happening?

After a long phone call with AppleCare+, it appears that keyboard shortcuts only work within apps, not used to open apps. This means that if you create a shortcut, it will probably work as long as you're in the shortcuts.app, but if you switch out to finder or another app, the keys you press won't have the same effect. In system settings, the shortcuts only work within an app; in other words, you need to have the app already open, e.g., command-S to save in MS Word.

A real downgrade from Mojave, which I was previously using.
