Random max volume decrease

On my iPhone 12, the max volume randomly decreases, and I am unable to increase the volume. It happens at all percent ranges, but more often at lower percents (even with low battery mode enabled). I do not have hearing protection enabled. Closing and reopening apps usually fixes it, but not every time. This started recently.

Lock the ringer and alert volumes in Settings

Go to Settings .
Tap Sounds & Haptics (on supported models) or Sounds (on other iPhone models).
Turn off Change with Buttons.

Try, "change with buttons" option, [Disabled]
