Using Cellular to Update and iPhone XS Max:

You Can't. Aside from WiFi or a Computer, your only other option is to use Cellular. But, that is not an option for the model you have provided. So, force restart iPhone and then try this once more, this time using a computer...

You will need 5G capability on your iPhone and 5G service from your carrier.

Unfortunately, the XS Max is not capable of 5G performance.
