I lost my iPhone I got a new one logged in with same iCloud but my pictures have not gone on to my iCloud I don’t think it was Turnt on

I lost my iPhone XR witch is logged in to my iCloud but non of the photos have gone on to my iCloud account I think it had been turned off I no everything about the iPhone is there anyway I can get my pictures back from it if iCloud Photos was not on

You can verify what is in iCloud by going to iCloud.com and logging in with the same Apple ID and password you logged in with your old device. It will show all that you have there.
