If you see a message that says your account has been disabled in the App Store and iTunes Store, contact Apple Support for help. There is nothing you can do to clear that, other than contacting Apple.
If the Apple ID is really deactivated (and not disabled in the app store) then you will need the key provided when the Apple ID was deactivated, and a discussion directly with Apple.
