Switching on System Settings > Desktop and Dock > Mission Control > When switching to an application, switch to a space with open windows for the application. Followed by a restart fixed the issue. Somehow the setting changed on it's own

Are you trying to get to the same open app via Spotlight or open another app?

There is change in behaviour. If spotlight isn't for this, why did it work before?

If it worked before, I never noticed in the last 18 years.
Neither is it opening a new window. What its s doing is just highlighting the application in the task bar
