How do I completely disable private browsing so my son can not use it anymore. Specifically on Safari.

Set Permissions:

Your best bet is to set this up as a child's device. Create restrictions through use of Screen Time. Go here: Use Parental Controls on your Shild's iPhone, iPad, and iPod touch - Apple Support
