Why does the process not carry on to completion. I have tried to update in both normal boot and safe mode.

You should check how much drive space you have. Perhaps your drive is too full to accommodate a complete Update.
Are you using Wi-Fi or a network for the download? if so, it is likely to be too slow and causes corruption to the file. Instead, use a wired Ethernet connection for these very large file downloads and it should be fine.
Thanks everybody I took my machine to my son’s house where the internet is much faster than my 15mbs and it updated without a problem. I live in a rural location so the internet speed is poor no sign of fibre in the future decided to in investigate satellite as mobile connectivity is also poor.
