Delete items from my iCloud

This does not solve my problem. I do not want to purchase more storage. I want to delete items stored that I don't need stored on iCloud since I have them elsewhere. How do I find the actual items since it shows 198GB/200 used yet the folders they show on iCloud.com are empty?

Delete the items at iCloud.com or on any connected device that syncs with iCloud. Deleting anywhere will reflect everywhere
